Regardless of the language the website is in, quality content is always the best option for starting a good SEO campaign.

I think you can do the same SEO methods that you know that you think will be effective in an English site. Like the contents that you are uploading you should be doing that and the keywords would be non-English, of course but you can also add an English keyword if you are not choosy with the visitors of your site. The backlink building is also the same although you have to post it in the language of your site.
