I think forum owners should allow users to advertise. There should be a section where the users can list their products and services. The forums must also allow signature space. Here are my reasons:
You can attract more members if you allow them to advertise.
You can make members active if you allow advertising

I guess it would depend on the niche and also on the kind of advertisement. But generally, my take on having a board for advertisements is a nice come on and would boost traffic to your forum no matter how meager. The advertisement can be likened to spam but still, it is content and considered legitimate post.
