If you violate the TOS (Terms of Service) that SEO Clerks has set up, then you will probably receive what is known as an "Infraction" which is basically a warning. You will be notified through your email if you have received an infraction and it will also tell you why you got the infraction and when it will expire. But as for a suspended User ID, that would mean your User ID has hateful or offensive content or characters that are not appropriate.

If you do something wrong in Seocheckout you will receieve an infraction which can be seen on your public profile page by you only as well as an email being instantly dispatched. If you're banned there will be no message sent, you'll simply redirected to the homepage anytime you try to login.
Unless something very, very bad is done such as scamming then it's unlikely a user will ever be instantly banned without at least 1 infraction first.
Whilst having an active infraction it will prevent you from being able to level up.
