Is promoting my service in this way legal in Seocheckout?

I was wondering if I could send links to my services to some Seocheckout buyers as a Private Message. It would be more or less like an ad telling what is good about my service and how is it different from others. I guess this would help me promoting my service. Is this legal in Seocheckout?

I am not sure, this is spamming. 
Check out terms of service:

7. PROHIBITED CONDUCT; LIQUIDATED DAMAGES FOR SPAM.

i don't think so that is legal
i think it's spamming, and you have to do business just in seocheckout
coz if someone take you money out, nobody can help you to get refund

This is considered as spam, and can possibly get your PM privileges revoked. I see this all the time, and usually people report these types of messages anyways.
