SEO offpage submission like web 2.0 ,article submission ,directory submission,profile link and so on still working positive after penguin update?

Yes, it's still works but you will need to choose atleast 60% unique articles for each site, use different user names while registering, and add more natual anchor text keywords like click here, for more, etc to make google to think these are natural links.

And after google penguin update thus web2.0 profile links works fine by using all the above technics.

Yes, it still works Is seo offpage technique like profile ,web 2.0,article submission and other service still working ? A lot of SEO experts are suggesting building links in smaller blocks though, like 25 backlinks per week, done manually. And smaller blog style articles, with fewer than 500 words.
I am testing that suggestion at the moment to see if that is true.

When you say directory submission my understanding is the social bookmarking sites where you submit your link to their directory. I think that is still working because they are still posting in those sites although most of the SEO workers are now concentrating on the legitimate backlinks like posting on popular sites for a better influence on the search engine crawlers.
