I paid in August and the seller did no work until November 7 and then canceled without refund.

Going by the stats of that listing I would say it's no longer active, as the latest reviews were all 2 years ago and the seller response time is 10 days, which is unusually high, so he's likely no longer active on here, as a lot of sellers have moved on. He's even a level X as well.

Your refund depends on how you paid. If it's direct from your SC balance, then support can help you. Otherwise you would need to file a dispute with whatever payment processor you used.
