What requirements for level 2?how can I reach level 2? Is only I have to get 10 orders

To obtain a level two status, here are the requirements:

Completed/Purchased/Affiliated 10 orders on time
Have no infractions (follow the rules)
Your email must be verified
You must associate a phone number with your account
Login often (once per 14 days)
Account is at least 7 days old
Completed $750 worth of orders/purchases/affiliate sales on time
First completed sale/purchase/affiliate sale is at least 30 days old
Have a 90% rating or higher
72 hours or less response time

When a buyer and seller cancel an order mutually. buyer payment from the seller account automatically transfers or seller need to do something?

If the buyer made the payment directly to you, you have to refund the amount manually.

If the buyer ordered it using Seocheckout balance, it will automatically get refunded.
