    Yes it does. It's called Microsoft Advertising pubCenter. You can even import an adsense compaing. I can't include link to ms official faq, so just use google to find  pubCenter.

    Bing has partnered with yahoo to create Media.Net ads, or Yahoo BIng Contextual advertising. The entry criteria are tougher than adsense. You need at least 50K monthly traffic to get into the program.

    Gee, that 50k daily traffic is too stiff for an ordinary website or blog. It looks like media.net is just like Google’s Youtube that is focusing on the big video creators only that small users have no more chance to share in the revenue. If that 50k traffic requirement of media.net will remain then they can’t hope of overtaking Adsense.

    It seems like Media.net has now changed there traffic requirement. They are now accepting small and medium publishers as well. Howeve,r in order to get approved, you still need good traffic from the US, UK, Canada and 1st tier countries.
