Are you using a proxy server? Some forum platforms do not allow for proxies, so if you're using one you may want to disable it when accessing the forum. As procoder already suggested, you may need to contact their support to get a better understanding of why your IP address was blocked in the first place.

If you change the IP address you can bypass the block easily, however since you were blocked before that IP address may get blocked again, so just a heads up!

Do you have a static or dynamic IP address? And how exactly have you changed your IP? If you have a dynamic one, it should change with every PC or rooter restart.

So maybe someone else using the same IP did something wrong and got banned, this happens all the time with dynamic IPs. This is why I prefer the static one, used only by me so I won't get any unfortunate cases like yours.

I think this can be happened when your server is dynamic IP. Sometimes I also face the problem of "duplicate IP address" so that I cannot gain access to the site or my accounts to claim bitcoin facuets temporarily. But after my IP change again (usually once per day), I can go into the sites again.

Usually I found that PC usually use static IP while mobile devices usually use dynamic IP address.

My husband used to be the overall in charge of their office website which has a forum. When there is a user that needed to be banned, they not only ban the username but also the IP address. That is to prevent the banned user to create another account using the same internet connection. Maybe if you were not the one banned in the forum then there is someone in your network who was banned and thereby you are affected since you are on the same network with the same IP address.
