I would think that you would need to focus on location pages? A page for each location?

Surely you would need one page for each location and add as much information as you can about each location including a map. Make sure also each page has a name, address and phone number.

I would also guess you will need to make sure that the are not only discoverable via website search for a branch.

I wonder if you would be able to add each local to Google My Business?

I looked up dominos, and if this is the store you're doing SEO for, you'll have to do a few things a little different.

I say this because I was searching for a store near me and I couldn't get a business page on their website. It was just a search page where the URL didn't say the stores number or anything else about them. It was just a search URL that would show a search page if clicked through from a third party website, if that makes sense lol.

But don't worry, this is still possible.

Social Profiles: You can build social profiles on facebook, google plus, linkedin, etc. and treat those as the homepages of the business. Since the mother site doesn't have a dedicated page for the store, this is what you'll have to do to pull traffic for geo specific keywords. You can also run a PPC campaign to increase page likes on facebook. Just be sure that you geo target the area within 10 miles because I know for a fact that pizza places won't deliver to you if it's too far. Having someone like the page who is too far away is just a waste of money.
Citation pages: You can build listings on citation pages like yelp, superpages, citypages, yellowpages, etc. This will allow you to add the businesses info to third party websites. Be sure to use the businesses facebook page as the homepage on the citation pages so that the traffic goes to it and not the mother site where they could lose a sale to a different franchise. You can even hire someone here on Seocheckout to do this for you and they will do it pretty quick for an affordable price. After the citation pages are done you can then run SeNuke or GSA to build second tier links and boost the overall rankings of everything. Sometimes a citation page will rank high for long tailed keywords, and that's a good thing How to do SEO for Franchises Store

If you have a Franchise for Dominos pizza for example, I suggest you target long tail local keywords.
Take some time and to do extensive keyword reports and integrate the local based keywords into your website's content.

If you are located in another country besides US you will also need to implement hreflang tags, they'll inform your search engines what language and country are you targeting.
