Does Google penalize certain country specific TLD extensions?

There's a high influx of spam to blogs and forums from certain countries. And, some countries are more associated with spam than others. So, I wonder if Google is picking up on these country related spam trends and penalizing some country specific TLD extensions that are being used by sites in those countries or elsewhere. Have you seen this happening?

Not that I know of. If Google actually went out and punished certain nations, that would cause an international scene and be bad for business. In fact, I'd say domain extensions often matter very little in SEO - with the exception of national targeting. For instance, if you have a .co.uk domain, then you will have a major edge in the UK, not the US or China.
