I saw a service that offered low OBL Backlinks, what does that mean?

"OBL" stands for out bound links. The link juice that is passed from a page is split between the number of outbound links on a page, so the lower the number of OBL's the more link juice they provide and the more valuable the link.

And if OBL from a page is increasing fast, Google recognizes spamming going on and reduces value of those pages even more. With every OBL, page looses some of it's PR juice.

I'm assuming a webmaster would charge more money for an outbound backlink on a page that has very few OBL as it would be worth more. Is that right?

Yes, theoretically. But not with every single OBL count... Pages with OBL below 20-30 are gold, about 50 OBL is great, 500 OBL is worthless. There are exceptions of course.

OBL stands for Outbound link. It is the link of your site to other pages. OBL more and more search engines will underestimate your site. If you have 50 link in your site but your link out is 300 link out so this website is spam and lost all authority, may be its harm website get link from you
