When you get your cash back from a gig cancellation into your balance, it can not be withdrawn, it must be spent back on another service. This also happens with promotional free money for tweeting, etc.. That's why it shows in your balance, but not in your available to withdraw amount. :P

There is no bugs here and your balance is not gone. You have $120.72 in your account balance but only $118.72 is available for withdrawal.
Only funds that have been directly earned through the sale of your own Services can be withdrawn, any other funds can be used to purchase anything on seocheckout. The $4 not available for withdrawal is from a cancelled order so it's in the non-withdrawal part of your balance.
This is standard of Seocheckout and how things have always operated.
