There's no real mystery here. If you got a warning, "European Union laws require you to give European Union visitors information about cookies used on your blog. In many cases, these laws also require you to obtain consent", then it means just that. You have to give notification to your visitors that you use cookies. And, Google has thoughtfully updated your blog so you are in compliance. Just be thankful they didn't arbitrarily delete your blog for non-compliance.

I think cookie laws are being in compliance on blogger and also on WordPress. Having such notice at thee bottom of the page, definitely helps. I have seen people who have such warning. And that surely help. Otherwise many EU based websites and monetization does not help much. So that's worth thinking about when you are having traffic from EU.

I have noticed that when I open popular sites like a news media network, there is a pop up with the disclaimer that the site has cookies or notification that you have to click yes if you agree. What I do is to ignore that message and just continue with my browsing. In some instances I click the block button for the notification not to appear. Maybe there is a law for the users to be informed of such cookies that may clog the memory of the computer.
