If your forum moderators decide not to clean up spam, your forum will soon become inactive as the more active posting members get frustrated with spam and decide to leave for a more active site.

Only hire people who have a proven track record as a moderator or admin and then only carefully promote those who have spent time on your site doing a good job.

If you have staffers who don't show up or do spam patrol, then your site will quickly get over run with spam. Just hire someone new for the job.

You won't have this problem if you employ more than one moderator or admin to over see the various aspects of the site. One person cannot possibly handle everything necessary to be done on a forum.

Inactive forum members could be a sign of a bigger problem, such as them feeling undervalued or under utilized. If someone is not used to their best capacity, and don't feel useful, they are not likely to volunteer for the job.

This reminds me of the adage that it is more of availability and not capability that counts in all situations. No matter how good a person is in his craft, he is nothing if he is not present. Definitely, a mod or admin who is away from the forum frequently is of no use and may even cause damage because of his negligence on the duty. That’s why a paid admin can be trusted than a volunteer admin that you cannot force to be online on specific periods.
