I need some suggestions on how to rank up forum members. For instance, after how much time should a new member be ranked up to the first level, second level, etc?

It's nice to have a ranking in the forum but sometimes it is a drawback when members become jealous. What I would suggest for ranking is it should be based on several criteria. First is the number of posts. Second is the length of tenure in the forum. And third is the substance of posts.
