Should you rebrand/redirect your forum?

If your forum has been open for awhile but struggling to find an audience, should you consider rebranding the forum with a new niche or direction, maybe focusing more on a sub-niche or some facet of interest to current members? What are your options for this?

Of course, you should make every effort to focus your forum in a positive and popular direction. You can't simply expect traffic and posts by sitting and doing nothing. If you have to rebrand your forum in a new direction, then do so. Otherwise, you will just end up having to shut it down and that wastes any money you put into it.

Sometimes the best strategy for a dying forum is to sell it, before you have invested too much money or time into revamping. The next owner will bring enthusiasm to the project and new ownership might actually spur renewed member sign ups. New management will be able to see the flaws in your forum and fix them more easily.

Yes you should. Make an effort to find something that is more popular but still say in the same or similar niche.

Most likely, it's cheaper to revamp an existing niche (maybe focusing more on a tighter niche) than go in a new direction, which would require getting many hundreds or thousands of new posts in that niche to make the forum relevant to users.
