What programming languages do you need to know to create a mobile friendly website?

One of the SEO trends of 2016 is to have a website with good user experience. In order to have a good user experience, you must have a mobile friendly website to give mobile users the best experience. My question is what programming languages do you need to know to create a mobile friendly website? I know that you will need CSS to style your website but as far as I know CSS itself won’t make the website mobile friendly.

Also, what is the difference between a responsive theme and a mobile theme? What are the benefits of the two?

HTML and CSS alone are sufficient to have the responsive website. You don't need any other language. Responsive layout is done with the CSS. And this layout is rendered on the HTML layout. So it can be good enough for the responsive mobile website. I have seen some sites making use of JS. But in my personal observation it is not at all required.

I have a background in HTML but that was for computer use only. I really don’t know if HTML will be sufficient when it comes to the design of the website for mobile. But maybe if you need to enhance your site to be mobile friendly, my option is to hire a good web designer to do it for you. But you can be the one to test the design so you will be satisfied when the job is done.
