Level 1 is starter level. When someone joins the site he/she is given level 1. When you get level 2, then it is beneficial for you as in level your payment clearance takes 9 days but when you get to level 2 these days are decreased. When you get to level 3 then it takes less payment clearance period. There are some more limitations in level 1 which become lesser and lesser as you get to the highr levels. To check how to get to the higher levels check the REQUIREMENTS here https://www.seocheckout.com/userlevels/ for every level and the benefits are also given there under every level.
