As you are new on the seo at first level you have to prove them that you can provide better service on their site and in return they will level you up and provide you better service too !

I can't say exactly why, but my guess is that seocheckout are looking for high-quality sellers which are active.

The Requirements for Level 2 isn't that hard to reach if you're serious about making money this way. And of course, if you provide good services which attracts people, you'll reach Level 2 in no time.
