Is it important to design for all the major browsers?

I think it is. You can't make people use another browser without seriously hurting your site's traffic, and some people just leave if your site doesn't look good or is broken in their browser.
The browsers I try to make my designs compatible with are Chrome, Firefox, Opera, and Internet Explorer (as much as I hate it).

By the way, if you design for Chrome there really is no need to install Apple's Safari, because they both use the same software underneath it all.

What do you think? I'd love to stick with Chrome and Firefox, or even Opera since it's pretty easy to make things work with it, but it's a real pain to get things working in IE.

Yeah, IE is the only real problem. Something always seems to work fine in the other big brothers, then go wrong in Internet Explorer. In answer to your question, yes, I do think it's important your site is designed to suit all browsers as much as possible.

I am wondering why IE doesn’t work on our desktop anymore. It’s been a long time since we last used IE on our desktop because we shifted our allegiance to Google Chrome and Firefox when we were having an issue with the pop ups that IE couldn’t block. But now IE is not working as if it is not connected to the internet. In our laptop it is working all right although we are not really using it regularly.

I suggest you design and code your websites for all browsers, at least the big ones. Firefox (all versions), Chromes, Opera, IE (all versions, maybe except IE6), Safari and that's about it...

Make a responsive design for your website. If you want to be sure that everything is formatted clearly, do a CSS reset first. There's a lot of them available for free that you can choose from. Make the sizes/adjustments responsive by using % or em as the unit value instead of px. There are some other ways of making your website responsive that you could look up on Youtube. I personally only change the sizes to 50% instead of px and it works fine for me.

Definitely, the design of your website should be running properly with the major browsers. But it’s not only that because of late, the new breed of browsers is the mobile, be it the phone or tablet. I think the mobile browsers now constitute the majority of internet users so your website’s design should be responsive or applicable to the mobile browsers. And if it is not then you may be missing a lot of traffic.
