    I think, keeping multiple account for same person, accessing them from same device ip will lead to account ban.
    Keeping multiple linked account for same people is never accepted by any freelance platform.

    That is a lie, there are multiple active sellers in here that uses multiple accounts and no one bans them. As long as you generate revenue for them they don't give a shit.
