Which could create more money? A blog or a static website?
I think a blog will create more money because you can drive traffic by publishing new contents. I wonder why you are comparing a blog with a static website in terms of earnings. Anyway, a blog when properly promoted can earn money if it is enrolled in Adsense. The traffic it gets can equate to the revenue sharing program of Adsense. And a frequent uploading of articles can increase the ranking in the search engine’s index that it can also get more traffic.
