    Due to not having a good idea about the spam rules, my id has been restricted twice. Someone help me a little bit about the rule. What can I do to avoid this problem ...?

    The system will usually restrict if you're sending the same message to multiple users on site. This is true whether you are a buyer (sending messages to ask for qualified sellers) or a seller attempting to advertise your services. You should take time to send a reasonably unique message, title/description rather than a copy paste message. This is the only guaranteed way to avoid automatic restriction. If you are a buyer attempting to contact sellers for the purpose of hiring, then you may also consider using the custom order option. If accepted by seller, you will have an order for what you need.
