Yes, this is very true, i guess search engines don't like duplicates wether or not its in different languages.

If you do Google translate and publish the article on your website, Google will understand that your article is a duplicate article (that's because Google translated the article). However, Google will not be able to catch human translation. I have translated my contents from local language to English language both of these articles were published online, however, Google was unable to find the truth of the article. As long as the article cannot be discovered by the search engines, your content cannot be termed duplicate even if you translated from another source.
