Design has nothing to do with SEO, you can have the ugliest site possible, it doesn't matter. What dose matter is a template optimization, like in the code source of the template.

Thank you for giving me a respite from the confusing world of SEO. At least I can deduct the website design from the list of concerns that has an effect on the SEO of the site. There were several discussions about the format of the web pages that can affect the SEO and also the color and the fonts. That really got me confused because the crawlers of search engines are not gods who have that power to see and feel everything about a website.

The appearance might not affect your search engine rankings but the excess of invalid html code could.

You should always use a web page (HTML) validator to check your html code to make sure that it is correct.

A validator is an online software program that checks your web pages against the web standards used by Google.

The web validator will check HTML, XHTML or CSS documents and return a list of errors found.

No... not at all.
Just make it clear title and Meta tags must be prefect !
Although if you go on w3 validator then must check Google.com and facebook.com you can see over 30 errors... so it does not affect your Rankings.

Maybe in future, but for now no and I don't see a reason why should Google judge if the website looks good or no since everyone good different opinions.

No, google would not penalize you for having a poor quality web design but it can affect your traffic. No one wants to see an "not that attractive" website. You would have so much more traffic if you have a nice and simple design. I'm not expert but I'm sure a lot of people here would be able to help you with that too if you put your doubts on how to make it attractive to the people you are targeting.

From the discussions in this site, I have come across opinions that say low quality design is tantamount to a negative point from Google. I don’t know how Google can check the navigation because it takes a lot of time and for sure Google will not spend much time for a website. With the color combination and fonts, it is already aesthetic which involves taste so how can Google have that artistic taste in judging the aesthetic quality of a website? But maybe the low quality means the lack of contents or the bad contents.

I wonder how you can fake the PR of your site. Maybe the wizards in coding HTML can do the trick. Fortunately for us and unfortunately for the wizards the Page Rank is not being used by Google anymore so that is already immaterial. However for persons who are into website flipping can still use the Page Rank for purposed of sales pitch. But if I am a buyer of a website I guess the best way to know the value is by checking the Alexa ranking of the site.
