Do blogs rank higher in Google Search than static HTML sites?

What's your experience with ranking a static site? Is it possible to rank a static site easily? Or, do you have better results with blog/CMS type sites, such as Wordpress, Drupal, etc.

With a blog you can update daily. That is not easy to do with a static HTML site. For me, the blog has always been the best option to get ranked in search engines. It's easier to update and provide relevant content for the reader.

Sometimes blogs rank higher than static html pages but its not a rule or something like that
Basically, the most important factors that determined if your page will rank high is the relevancy (to the search query) and the quality of the content on the page

No. They are the same! It depends on how quality your SEO is! The blog is much better because with ease you can add new articles daily! ;)

I don’t have the technical experience but I have learned from some writers that static websites will be losing its appeal to search engines as time goes by. To be honest, I don’t exactly know what that means and I am assuming that a website with no new content for a month is considered stagnant. So my take is a higher rank in Google for blogs because it is imperative for blogs to upload new contents regularly. And we know that new contents is the best method for the SEO of the website.
