    I agree with the high quality content because I think it is the content that is the main element for the consideration of the search engine. In one discussion in this site, it was about the focus on content that no matter how good the design of the website is but if there is not content to speak of then the website is nothing to search engines. That clearly means the website needs contents and better if it is high quality content.

    I agree with the enhancement of the overall quality of the website. My take in that subject is always the fresh content because it is the most important element in the website. When the site is lacking in fresh content then it can be tagged dormant or stagnant by search engine crawlers that it will not be eligible to be considered for inclusion in the search list. Uploading new contents gives you the benefit of tagging it with appropriate keywords for more traffic capability.
